Objectives of the Course
The aim of this course is to cover the basic theories and concepts of local governments, local government forms in different systems, local government central government relations, local government and democracy, autonomy of local governments and the Local Government Autonomy Charter, values on which local governments are based and urban politics.

Learning Outcomes PO MME
The students who succeeded in this course:
LO-1 Students can explain the development of local government systems. PO-1 Gain theoretical and practical compelling knowledge in the field of political science, management science, law, urbanization and environmental struggles.

LO-2 Explain the differences between central and local government. PO-5 It analyzes the principles and practices of participation, governance, teamwork, openness, ethical management, effectiveness and performance auditing in the field of public administration.

LO-3 Will be able to analyze the structure, functioning and responsibilities of local government units in terms of location and service in the Turkish public administration system in a comprehensive way. PO-3 Explain the interaction between political science, management science, urbanization and environmental problems and law disciplines.

Course Contents
The content of this course; Concepts of local government and decentralization, types of decentralization, reasons for the existence of local governments, historical, economic and cultural reasons that play a role in the emergence of local governments, local government and autonomy, local government systems, the emergence and development of local governments in Turkey, Turkey Municipalities are also the subjects.

1 Local government theory-1: Introduction to local government course: importance and scope of this course, Basic concepts: management, local government, decentralization. Lecture
2 Local government theory-2: The concept and types of decentralization. Lecture
3 Local government theory-3: Basic characteristics of local governments and the concept of local autonomy. Lecture
4 Local government theory-4: Values on which local governments are based, the relationship between local government and democracy. Lecture
5 Local government theory-5: Reasons for existence of local governments: political, social and administrative reasons. Lecture
6 Local government theory-6: Reasons for existence of local governments: economic reasons and efficient production of public goods. Lecture
7 Historical development of local governments: From ancient times to the 20th century. Lecture

9 Local government systems, contributions of the European Union and the Council of Europe to local autonomy. Lecture
10 The establishment and development of municipalities during the Ottoman Empire in Turkey. Lecture
11 Regulations on local government in our constitutions and regulation of municipalities in our laws. Lecture
12 The organs and functioning of municipalities as a local government. Lecture
13 Municipal organs and control. Lecture
14 The concept of financial distribution and revenues of municipalities. Lecture
15 Problems of local administrations in Turkey and reform initiatives in local administrations. Lecture
