Objectives of the Course
The aim of this course is to teach the principles of the financial responsibility of the administration, which are based on Article 125 of the Constitution, which stipulates that the administration is obliged to pay the damages arising from its own transactions and actions, and the principles adopted and developed with the administrative jurisprudence. In this context, it is aimed to critically and comparatively examine the aforementioned causes of liability in the light of current developments, by emphasizing the "defect in service" and strict liability cases, which are the reasons for liability, and the points where they differ from the principles accepted in private law.
