Objectives of the Course | |||||
The aim of this course is to systematically examine the policy process with the policy cycle approach. Although the phased approach to the policy process has been criticized in many ways, it provides a good framework for understanding the policy process. According to this framework, the policy process can be divided into several stages, such as defining the policy problem and putting it on the agenda, determining policy evaluation criteria, determining alternative policies, evaluating alternatives and main evaluation methods, making policy decisions, putting the policy decisions into practice, monitoring and reviewing the implemented policies. . Within the scope of this course, students are expected to develop their knowledge and skills on topics such as the definition of policy problems, the conflict of policy values, policy design, the use of analytical techniques in policy design, and the identification of policy implementation problems. |

Course Contents | ||
This course; It covers all stages of the public policy process, from policy formulation to implementation and review. Studying such a wide field requires a very broad theoretical and methodological basis. Public policy analysis is studied in a broad context that encompasses the theory (identification, content, evaluation) and techniques required for policy analysis, multi-method (qualitative and quantitative), multi-disciplinary (social sciences), problem and context-oriented, evaluating policy options and their impacts. | ||
